Construction, modernization and expansion of six thermal power plants in the Far East

As part of the state program for the modernization of the thermal power industry of Russia, RusHydro is building three new, as well as expanding and updating three existing thermal power plants in the Far Eastern Federal District. New and modernized power facilities will replace the worn-out capacities of power plants built more than 50 years ago. The list and main parameters of the power plants under construction and modernized were approved by Decree of the Government of the Russian Federation No. 1544-r dated July 15, 2019. At the same time, within the framework of the state project for the development of the Eastern polygon of Russian Railways, RusHydro will increase the capacity of two power plants in the Primorsky territory and Yakutia. The total electric capacity of these power facilities will be 2 GW, the heating capacity will be more than 2500 Gcal/h.

Artemovskaya CHPP-2 will be built in the Primorsky territory and will replace the Artemovskaya CHPP, commissioned back in 1936. A new power plant will be erected near the plant to be decommissioned. Artemovskaya CHPP-2 will become the first combined-cycle power plant in the Far East.

Khabarovskaya CHPP-4 is intended to replace Khabarovskaya CHPP-1 (1954) and will be located on its site, in the center of electrical and thermal loads of the capital of the Khabarovsk territory.

The second stage of Yakutskaya GRES-2 will be located at the site of the decommissioned Yakutskaya GRES (1970), in the center of thermal and electrical loads of Yakutsk.

Modernization of Vladivostokskaya CHPP-2 (1970) – the main source of electric and thermal energy in the capital of the Far Eastern Federal District - involves the replacement of three of the most worn-out turbine units, as well as the installation of three new boiler units and a number of other works. At the same time, the electrical capacity of the replaced equipment will increase from 283 to 360 MW, the heating capacity – from 506 to 570 Gcal/h. The work will be carried out in stages, with the commissioning of the first new turbine unit in 2023.

Two new power units will be built at Nerunginskya TPP located in South Yakutia, as a result, the plant will reach a capacity of 1,020 MW and become the second largest thermal power plant in the Far East. Also, two power units will be erected at Partizanskaya TPP located in the Primorsky territory, the power of the plant will increase to 480 MW.

All projects are focused on the use of modern, highly efficient equipment and meet the highest environmental requirements. Their implementation will ensure reliable supply of electricity and heat to consumers, create prerequisites for further social and economic development of the regions.

According to the Decree of the Government of the Russian Federation No. 2025 dated November 24, 2021, the return on investment is ensured by introducing an additional charge for capacity, which will be paid for over 15 years through the mechanism of setting a surcharge. The rate of return will be calculated annually taking into account the profitability of long-term government liabilities. The basic rate of return for projects is assumed to be 12.5%.

RusHydro has developed investment justifications for the construction, modernization and expansion of power plants. Design documentation is being developed, during which individual parameters of power facilities can be specified.
